Leeds City Council employed Axis as Principal Contractor for the installation of Salix grant-funded Public Sector Decarbonisation Scheme (PSDS 3b and 3c) Air Source Heat Pumps (ASHPs) and Water Source Heat Pumps (WSHPs) at 17 sites.
Additional installed solutions in the programme include Building Management System (BMS) upgrades and zonal controls, new sub stations and Distribution Network Operator (DNO) upgrades, and roof and ground-mounted solar PV.
The sites include leisure centres, heritage sites, a council vehicle servicing depot, schools and a care centre for adults with disabilities.
Axis delivered a low-carbon upgrade at the Torrs Road Vehicle Fleet Depot, installing a 31.5kWp solar PV system generating 25,000 kWh annually alongside Air Source Heat Pumps. The project reduces CO₂ by over 4 tonnes per year .
At Leeds Aquatics Centre, Axis designed and implemented a hybrid low-carbon heating solution, replacing gas boilers with Water Source Heat Pumps and integrating refurbished Air Source Heat Pumps into a two-stage system.
Axis delivered a fully decarbonised heating solution at Otley Chippindale Pool, removing gas entirely and installing new Air Source Heat Pumps, a 3000-litre buffer vessel and an upgraded BMS.
Axis successfully delivered a complex decarbonisation scheme at Brudenell Primary School installing new Air Source Heat Pumps, infrastructure and full system upgrades.
At the Grade I listed Temple Newsam site, Axis installed a low-carbon heating system including Air and Water Source Heat Pumps, new BMS and upgraded infrastructure, carefully navigating heritage constraints.

Salix funding schemes enable the public sector to reduce carbon emissions in line with the UK Government’s commitment to becoming Net Zero by 2050. Projects funded through PSDS schemes, are designed to deliver carbon reductions of 40%+ across the estate while reducing operational costs and tackling fuel poverty.
Axis won this contract via Procurement for Housing’s Decarbonisation and Retrofit framework 2023-2027, after an evidenced-based selection process, including client referrals and interview.
Leeds City Council, as part of its new Leeds Ambitions roadmap, is working towards becoming the UK’s first Net Zero and Nature Positive city, reducing carbon emissions and restoring nature, and supporting people and businesses to make increasingly sustainable choices while making homes easier and more affordable to heat, and reducing fuel poverty and cold-related illness.
