Alongside EWI, works included roof replacements, loft insulation, new windows and doors, drainage upgrades, external lighting, and asbestos removal. The project followed a phased delivery approach, minimising disruption in occupied properties. CLC’s Tenant Liaison Officer (TLO) coordinated with residents and military personnel to ensure smooth operations. Works were systematically planned to ensure each property was secure and watertight daily.

The £3.08 million project, running from February 2024 to May 2025, aims to enhance energy efficiency, improve thermal comfort, and uplift the visual appeal of MOD properties.

As a result, EPC ratings increased from an average D to C, with some properties achieving a B rating. These measurable outcomes highlight the success of the programme and CLC’s ongoing trusted partnership with VIVO. With 95% of homes occupied, CLC carefully coordinated works around residents’ schedules and military deployments. Managing access and ensuring each property remained secure and habitable required daily communication and flexible programming.
Innovations, challenges, solutions
The 1950s MOD housing stock initially had poor thermal performance, with U-values around 1.20 W/(m²K). Through the installation of EWI, this was reduced to 0.27 W/(m²K) – a performance level better than many newbuilds.
